Dear Homeowner:
As your Town Assessor, I am available to explain how your property assessment is determined. If you feel as though
your property's assessment is too high, you have the right to a formal review of the assessment by the Board of Assessment
Review (BAR) on Grievance Day, the fourth Tuesday in May. All complaints (Form RP-524) must be filed with the Assessor's Office
or presented to the BAR by Grievance Day.

When
grieving your assessment, you must develop your own estimated of market values of your property using recent sales of similar
(comparable) properties. The following documents can help show the BAR how you determined the market value of your property:
• Use the chart below to show the characteristics of your property
and your comparable properties.
• Photos of the front and back of your house or property
•
Photos of the comparable properties (thumbnail photos are not helpful)
• Street map
•
Recent sales in prior two years but prior to July 1 of the previous year
While it is not required, the BAR suggests that you bring these documents and three copies of the chart with you
to your grievance presentation.

Important Dates to Remember:
March
1; Taxable Status Date. This is the date that is used when determining the condition of property and the ownership. Exemption
applications are due by this date and property is valued according to its condition on that date.
May 1; This is the
date that the Tentative Roll must be prepared. All properties are listed on this roll with the ownership information, the
tentative assessed values and the exemption amounts. The roll is available at my office and can be inspected during business
hours. A copy is kept with the town Clerk.
The Fourth Tuesday in May is Grievance Day; When property owner
think that their property is unfairly assessed they may come before the Board of Assessment Review. The assessment of the
property should accurately reflect the market value, what the property could have been sold for on July 1 of the previous
year. Only sales that are "arms length" are used when determining market value.
July 1, previous year; Valuation
Date.
July 1, current year. This is the date when the Final Roll is published. This information has the changes made
resulting from grievances filed successfully and from corrections.
It is the Assessor's responsibility to maintain
the Sand Lake Assessment Roll containing the inventory information, ownership records and property value estimates on the
4,000+ properties in our town. Assessments are based on property values. When properties are not assessed at full value; the
Assessor must determine the partial value or Level of Assessment. In 2008, we revalued all the property in town and currently
our assessments and market values are the same; 100%

AIS - Assessment Information System
The Assessment Information System is still being modified and updated; please be aware that some
of the information displayed may be incorrect.
The Assessment Information System provides homeowners an easy way
to look up property data, assessment information, tax rates, comparable sales and comparable assessments. Properties can be
searched by address or Tax Map Number (SBL). Included are tax map GIS overlays, building and site data, and building permit
information. We have had many good comments from users and now the Cities of Troy are also members of the consortium and are
included on the site. Please email me with any comments or suggestions to improve the product.
