PASSPORT

Passport applications are processed during regular business hours. Town Clerk is available to process notary request during regular business hours.

LICENSE & PERMIT ISSUING AGENT

Town Clerk issues licenses/permits for marriages, dogs, conservation (hunting and fishing), bingo, games of chance, handicapped parking, peddling and soliciting.  Town Clerk can also issue Certificate of Residence to individuals who will be attending Hudson Valley community College.

MARRIAGE LICENSES

The couple must apply together, in person, to any town or city clerk in the state for a marriage license.  You do not have to apply where you reside or wish to get married. Each applicant must furnish proof of identification. The following documents are acceptable proof of identification:
  1. Drivers license
  2. Non-drivers I.D.
  3. Passport
  4. Military I.D.
  5. Employers Photo I.D.
  6. Naturalization papers

Additionally, the individuals must show proof of birth name via a birth certificate or baptismal record, USA Resident Alien card, work permit or naturalization papers. If both parties are eighteen (18) years of age or older, parental or judicial consent is not required.  All documents regarding previous marriages must be presented to the Clerk for verification.  The license is issued immediately, but the marriage cannot occur until twenty-four hours from the time of issue.  The license is valid for sixty (60) days.  The fee for the license is forty dollars ($40.00).

DOG LICENSES

New York State Law requires all dogs to be licensed annually. The New York State Department of Agriculture and Markets issues renewal notices.   However, they are processed in your local municipality. Before a license can be issued or renewed, current proof of rabies vaccination must be provided. The Rensselaer County Health Department requires all dogs three months of age or older to be vaccinated for rabies. This information is crucial for the general public's well being.   In addition, proof of spaying or neutering must be presented if applicable. If that is not possible, the owner may fill out an Affidavit at the Clerk's office.   The fee for a neutered/spayed dog in Sand Lake is $4.50 annually.   The fee for a dog that is not neutered or spayed is $12.50 annually.   Dog owners who do not respond to the renewal notice will be contacted by the Clerk's office. In the event that the dog owner does not respond after several delinquency notices and subsequent follow-up phone calls, their name is forwarded to the Animal Control Officer for further action. The Animal Control Officer visits the residence for final compliance.   If no attempt is made to license the dog after all these procedures, the dog owner can be ticketed and/or fined with non-compliance of State and Town law.   The Town of Sand Lake does have a Leash Law. In addition, if your dog is lost, stolen or dies, notify the Town Clerk's Office.

DOG CONTROL

75-6. Prohibited acts. (Adopted 7-14-1982 by L.L. No. 1-1982)

A. No person shall permit any dog to run at large.
B. No person shall keep or harbor any dog that howls or barks continuously for an
unreasonable length of time.
C. No owner of any dog shall permit or allow such dog to chase or otherwise harass any person in such a manner as to reasonably cause intimidation or to put such person in
reasonable apprehension of bodily harm or injury or to cause bodily harm or injury to any person.
D. No owner of any dog shall permit or allow such dog to frequently chase, run alongside of
or bark at motor vehicles or bicycles.
E. No person shall permit any dog to cause any damage to any property or destroy or defacesuch property within the town. It shall be considered property damage.
F. No person shall drop any dog within the geographical limits of the Town of Sand Lake and leave the same unattended.
G. No person shall permit any dog to be in or on any park, beach or recreational property owned by the Town of Sand Lake, whether leased or otherwise, except for Seeing Eye
dogs.
H. Any dog found in violation of the provisions may be seized pursuant to the provisions of the Agriculture and Markets Law.

PEDDLER'S PERMIT

Unless associated with a not-for-profit group, anyone soliciting door-to-door or selling goods on a transient basis from a stationary site needs to apply at the Town Clerk's Office for a permit.   The permit is good until the end of the fiscal year from the date of purchase. The fee for the permit is $50.00.

To obtain a Certificate of Residency, you must provide documentation that you have resided in the State of New York for one (1) year and the Town of Sand Lake for six (6) months.   Usually, your driver's license will satisfy both these requirements.   However, in the event that you have moved, lived in a different town or county, or have a driver's license that does not meet the above criteria, further documentation must be provided.   Examples of proof are: pay stubs with your current address, utility bills, lease, etc. that prove that you have lived at the current Sand Lake address for the last six (6) months. If you do not have any of the above, contact the Clerk's Office for assistance.   There is no fee associated with obtaining a Certificate of Residency.

HUNTING LICENSES

To purchase a resident fishing license the applicant must provide proof of residency. Acceptable proofs are a NYS driver's license or a NYS non-driver's I. D.   If you do not have either of these documents, the applicant may fill out a NYS Department of Environmental Conservation Residence Statement.   For resident hunting, archery or trapping licenses you must submit photo I.D. as above and proof of hunter safety certification. Non-resident licenses also require proof of hunter safety certification.   Fees vary based on the type of license desired.
